| Abstract | This handbook was designed to help school leaders develop a system of collaborative assessment, strategic planning, and accountability in schools and districts. It offers practical guidelines to help solve three problems central to school leadership: (1) determining a vision; (2) identifying areas requiring change; and (3) demonstrating accountability. Chapter 1 summarizes the school and district monitoring system, the evidence on which it is based, and the assumptions that support it. Chapters 2 and 3 extend the argument for conceiving of an ideal school and district as a learning organization. Chapters 4 through 9 describe the core of the monitoring system--the indicators and illustrative measures of those specific features of the model school and district. Inputs are described in the fourth chapter, outcomes in the fifth chapter, and district and school processes in chapters 6 through 9. Guidelines for ensuring productive use of monitoring information are included in chapter 10. Chapter 11 provides basic information about the application and interpretation of the survey instruments included in chapters 12 and 13 for the monitoring system for districts and schools, respectively. The book is based on studies of Canadian and American schools and involved the participation of district personnel, teachers, students, parents, and board members. An experimental model of the ideal school is used as a basis for measuring comparative features of existing schools and districts. Nine figures, three tables, and an index are included.
